The Afghanistan Reform Team (ART), an emerging opposition network operating outside the country, has issued a formal email to Kauser News Agency asserting that the group is preparing to “take control of Afghanistan’s soil in the near future.”
According to the correspondence, the ART claims it has developed an internal political and security structure that will enable it to “restore national governance, re-establish constitutional order, and stabilize Afghanistan’s regional position.” The group further stated that it is coordinating with “internal elements inside Afghanistan” and engaging in what it describes as “constructive dialogue” with figures in the Afghan diaspora.
The email did not provide verifiable details regarding the group’s leadership composition, operational capacity, or the mechanism through which it intends to assume territorial control. No independent sources have confirmed the group’s claims, and no government or international partner has publicly acknowledged any political engagement with the Afghanistan Reform Team.
Experts on Afghan political movements emphasize that similar declarations have surfaced frequently since 2021, often from diaspora-based factions seeking relevance in the evolving resistance landscape. Analysts note that without evidence of broad public support, internal alliances, or organizational infrastructure, such claims should be treated cautiously.
Nevertheless, the correspondence highlights the continued fragmentation of Afghanistan’s political opposition and suggests that new actors are attempting to position themselves as alternatives to the Taliban’s rule.
