Ghorzang emphasized that this messaging campaign appears to have been premeditated, presenting the targeted group as a coordinated and dangerous program in order to secure regional cooperation. He further suggested that these efforts successfully persuaded certain countries to align with or support the operation under the perception of a shared security threat.

In support of his claims, Ghorzang referenced a prior social media statement dated 20 January 2023. In that communication, he described what he characterized as an organized effort involving the transfer of approximately 100 drug-dependent individuals from Kabul under the pretext of treatment. He alleged that a portion of these individuals were later reintegrated and exploited for militant activities aligned with Taliban interests, reportedly without the knowledge of some government officials.
The resurfacing of this statement has raised renewed questions about the use of unconventional recruitment and operational tactics within militant and intelligence frameworks in Afghanistan.
