In a revealing live stream broadcast this morning at 9 AM California time via the social media platform TalkTok, controversial Afghan filmmaker Salim Shaheen publicly admitted to his active involvement in Afghanistan’s bloody civil war from 1992 to 1996. During the live discussion, Shaheen stated, “People chose me to protect them,” and confirmed his past affiliation with Hezb-e-Islami, one of the major factions involved in wartime atrocities during that period.
This marks the first time Shaheen has publicly acknowledged his military and political role under his former identity as Commander Qais—a name under which he operated until 1998, before adopting the identity of Salim Shaheen to conceal his history and rebrand himself as a filmmaker and entertainer.
Shaheen’s statement contradicts the personal and biographical claims he has previously shared in interviews, films, and with immigration authorities. According to Kauser News Agency’s ongoing investigation, Shaheen provided false background information to German immigration authorities in order to gain residency, hiding his real identity and war-related activities.
Multiple sources interviewed by Kauser News, including Afghan civil society members and former fighters, have confirmed that Commander Qais played a leading role in localized militias during the peak of the civil conflict. Witnesses recall his direct involvement in offensives within Kabul and surrounding regions—operations that reportedly resulted in widespread destruction and civilian casualties.
The German Federal Criminal Police Office (BKA) previously acknowledged concerns about individuals with wartime backgrounds entering Germany under new identities after the 2021 evacuation. Upon referral by the BKA, Kauser News will formally submit a report and documentation of Shaheen’s admission to the Federal Office for Migration and Refugees (BAMF) for review under Article 1F of the 1951 Refugee Convention, which excludes individuals involved in war crimes from refugee protection.
