Afghan TikTok influencer Dawood Tofan has recently come under scrutiny for reigniting a politically sensitive issue from nearly a decade ago, raising questions about potential violations of online content and social media regulations.
In recent broadcasts, Tofan revisited a past statement allegedly made by Ahmad Massoud, in which Massoud reportedly refused to obtain an Afghan national ID card. This remark, originating several years back, had largely faded from public discourse. However, Tofan’s renewed focus on the matter has sparked heated debates across ethnic lines, particularly between Afghan Tajik and Pashtun communities.
Critics argue that by resurfacing the controversy, Tofan appears to be encouraging divisive narratives and mobilizing certain Pashtun audiences against Massoud’s political influence. Some observers allege that the tactic is intended to boost engagement, views, and follower counts on TikTok by fueling political and ethnic debates.
Legal experts warn that such actions may fall under violations of Afghanistan’s Social Media Regulation and Anti-Discrimination Provisions, as well as broader digital content guidelines that prohibit incitement to ethnic hostility or the spread of racially charged rhetoric online. Under these laws, digital content creators can be held accountable if their material is found to promote ethnic discrimination, misinformation, or social unrest.
This trend is not limited to Tofan’s platform. Afghan influencers from various backgrounds, including both Tajik and Pashtun communities, have increasingly used sensitive political and ethnic topics as content for their online shows. Analysts note that while such discussions often attract significant attention, they also risk undermining social cohesion and may run afoul of both Afghan and international social media compliance rules.
Authorities and digital policy experts have urged Afghan social media personalities to prioritize factual reporting, avoid ethnically charged narratives, and adhere strictly to content guidelines in order to foster healthy and lawful public discourse.
