Proposal Submission and Requirements
USAID/Afghanistan has issued a Request for Proposals (RFP) for this activity and encourages all interested and responsible organizations to participate in this full and open competition. This procurement will be conducted in accordance with Federal Acquisition Regulation (FAR) Part 15, which governs the procedures for negotiated procurements.

Proposal Evaluation
Instructions for Offerors
Offerors must submit a Performance Work Statement (PWS) to replace the Statement of Objectives (SOO) in Section C of the solicitation. Detailed instructions, conditions, and evaluation criteria can be found in Sections L and M of the RFP, respectively.
Special attention should be paid to the following:
- Section L: Instructions, Conditions, and Notices to Offerors or Respondents
- Section M: Evaluation Criteria
It is imperative that offerors read the entire solicitation carefully to ensure compliance with all requirements. Proposals must be received by the due date and time specified in the solicitation cover letter and Section L. Late proposals will be processed in accordance with FAR 52.215-1 and will not be reviewed or evaluated.

- Submission Method: Faxed proposals are not acceptable and will not be reviewed.
